Alexis & Tsarnaev: More in common than we knew

Today RT.com revealed that Tamerlan Tsarnaev, the accused Boston bomber about whose death there are conflicting reports, had heard a voice in his head for some time.  A voice that gave him orders.  Orders that he told a friend he did not want to follow.

This new information bears remarkable similarity to what Navy Yard shooter Aaron Alexis said he experienced.  Alexis claimed an ELF (Extremely Low Frequency) weapon was being used to make him hear voices.  He even made a police report saying three men were following him and using this technology on him.  It is well known that Alexis carved the words "My ELF weapon" onto the stock of the gun he used in the shooting.

Could it just be a coincidence that the accused perpetrators of both of these high-profile events reported hearing voices?  Is it simply coincidence that they both believed they were the target of mind control?  In the absence of a known technology that could accomplish such a thing, one might conclude coincidence is the probable explanation.

However, this technology does exist, and has since at least the mid-1970s.  In a well-researched and referenced online PDF document entitled "Synthetic Telepathy and the Early Mind Wars", Dr. Richard Alan Miller details how this technology was developed, by whom, for whom, how it works, and its possible uses.  According to Dr. Miller, this technology can be used to convince a person they're simply hearing voices in their head, that they're channeling disembodied entities, or even to hypnotize a subject without their knowledge and plant suggestions.

One might consider it a greater stretch of the imagination to believe the United States government spent the time and money to develop this technology but aren't using it than to believe it's simply a coincidence that Tsarnaev and Alexis both heard voices telling them to do things.
